For the most accurate measurement, ditch the clothes and measure in your comfiest underwear.
Keep the measuring tape loose and comfy. Don't dig into your skin, we want those clothes to fit with room to breathe.
Chest
Measure around the fullest part of your chest, keeping the tape level across your back and under your arms.
Waist
Measure the narrowest part of your waistline, usually an inch or two above your belly button.
Hips
Stand with your feet together, and measure around the fullest part of your hips and bum.

The crop on this top is very short and fits just under the bust on me. I wouldn't normally wear a top that short but this is a perfect top to wear under a pinafore dress. There is no excess fabric to rid up or look bulky under the dress. Being mesh it's also thin enough that you don't overheat.
My cats also grabbed at this top a few times. It's still not been snagged or got a hole.
